Raguel prefers winter. Cold it might be, but the clothes are darker and the sky is solid grey and it feels... less like home. He prefers cloudy nights. Stars are beautiful, but have disturbing associations.
Somewhere on the internets I found a page saying that besides the whole Vengeance thing, Raguel is "an angel of ice and snow," which I always thought was bizarrely accurate. (And of course, the internet is always right.) But your details make a lot more sense than anything I had thought to come up with to explain it. ♥
